RAMS HILL COMMUNITY ASSOCIATION MINUTES OF MEETING

BOARD OF DIRECTORS

JANUARY 6, 2004

A meeting of the Board of Directors of Rams Hill Community Association was called to order by  President Ginny O’Neel at 1:40 p.m. on Tuesday, January 6 , 2004, at 1862 Rams Hill Drive, in Borrego Springs, California.

A quorum was established as the following directors were in attendance:

Directors present:     Ginny O’Neel, Trudy Melvin, Blythe Cavanaugh & Jean Anderson

Also present:             Wes Porter & Kerin Shugart of Professional HOA Consultants

MINUTES

The minutes of the meeting of the Board of Directors held on December 1, 2003 were reviewed and upon motion made, seconded and carried the minutes were approved as submitted. 

FINANCIAL

Wes Porter gave the financial report for the period ending November 30, 2003.  It was noted that the year end retained earnings had been affected due to writing off the Oxford Finance and  Malouf bad debt item. 

It was noted that Western United Life Assurance (WULA) had not paid the December or January assessment.   One other serious delinquency is being dealt with by Anderson & Kriger

OLD BUSINESS

Landscape – Recent correspondence received from Pacific Green was reviewed.  After discussion it was decided to set up a meeting with Matrix Golf and Landscape Company to discuss the maintenance contract issue more in depth. 

Developer Issue Update – There is no news regarding Western United Life Assurance (WULA) or a pending escrow. 

Exit Gate Rehabilitation – A bid was presented from SAS Access Control Systems for installing a swing gate operator at the south exit gate. Due to the fact that the gate is welded in the open position, work would need to be done by a welder to remedy this.  The bid did not include welding work to be done by Borrego Springs Iron Works.  Upon motion made, seconded and unanimously carried it was voted to accept the bid from SAS Access Control Systems in the amount of $8,300.00.

Neighborhood Road Repair – Kerin Shugart notified the Board that Joes Paving would be coming out to measure to get a bid for the Santa Rosa, Santa Fe, and Rams Hill Road & Drive areas specifically.   The measuring will be done in the next week so that a bid can be reviewed at the next Board Meeting. 

Neighborhood Rules / Revision – The Board reviewed neighborhood rules as submitted by Blythe Cavanaugh.  These rules will be mailed out to all owners asking them to review and letting them know that the rules will be adopted at the next meeting.

The next Board Meeting is scheduled for Friday, February 6 , 2004 at 1:00 p.m.

There being no further business to come before the meeting, upon a motion made, seconded and carried, the meeting was adjourned at 3:30 p.m.
