Downtown News of the Day

Port Adopts 2011-2012 Budget

The Board of Port Commissioners approved its $142 million 2011-2012 budget on Tuesday 14 June.   The budget is 2.8% more than the previous fiscal year.   The new budget reflects the port’s plans to advance revenue-generating and public-benefit projects.  The projects include facilitating the expansion of the Convention Center and beginning the first phase of the North Embarcadero Visionary Plan (NEVP).   The board also approved $40 million for capital improvement projects.  These include $8 million for a parking structure in the area of America’s Cup Harbor, $4.5 million for the first phase of the NEVP, $4 million toward the construction of Ruocco park, a new waterfront park near Seaport Village and $4 million for fiber optic infrastructure around the Bay.   For more information www.portofsandiego.org

The Port began work on the third and final phase of the 46-acre Teledyne Ryan demolition project on Tuesday 21 June.  The project is located at 2701 North Harbor Drive, on the southeast edge of San Diego International Airport.   Phase III will include the demolition and removal of concrete and asphalt slabs, structural foundations, below grade vaults, pits and utilities.  In addition, the remaining 28,000-square-foot structure on  the site will be removed.  To view photos and historical information of the site see www.ryanaero.org.   The area was once home to Teledyne Ryan Aeronautical, an aviation manufacturer that conducted operations there from approximately 1939 to 2002.  The site is on Port tidelands and is currently leased to the County Regional Airport Authority.  Teledyne Ryan (TDY Industries Inc.) is also conducting a separate project to remediate contaminated soil and groundwater at the site.  The work is being done as part of the Port's role as an environmental steward of the Bay and its tidelands.  Most materials to be removed from the site are considered contaminated and/or hazardous.   The estimated cost for this phase is $12 million and is anticipated to be completed by the spring of 2012.   Upon completion of the cleanup the County Regional Airport Authority will continue to operate the site as provided for under its current lease agreement with the Port.  Additional information can be found at www.portofsandiego.org.

First Phase Of Quiet Zone Testing Begins

Many downtown residents, business owners and hoteliers who have long awaited the establishment of a quiet zone to significantly reduce the number of train horn blasts should be aware that on Sunday 10 July beginning at 6am and continuing until approximately 1pm safety tests are being conducted to ensure that newly installed equipment functions properly.  This test, the first of seven that will certify equipment function at 12 public crossings, is required before new vehicular and pedestrian gates, (expected to arrive in August 2011) can be installed.   On Sunday 10 July in addition to regular rail traffic, a test train made a total of 8 round trips from Old Town Station through downtown to check the accuracy and responsiveness of upgraded railroad signal devices that activate gates at public crossings.   As required by Federal Railroad Administration (FRA) regulations, the test train’s horn must sound as it approaches each crossing.  Flaggers also were present at the four intersections being tested (Laurel, Palm, Sassafras and Washington Streets) and at other areas along the rail corridor as an additional safety precaution.  Plans call for all safety enhancements including:

  • gates
  • medians
  • traffic signals
  • warning lights

to be operational by Spring 2012.  Shortly thereafter, the City’s application should be approved and authorized by the FRA.  Then the track between Laurel Street and Fifth Avenue will qualify as a quiet zone.  This designation will exempt that section of the rail corridor from federal regulations requiring that train horns be sounded for 15-20 seconds before entering all public grade crossings, though not more than one-quarter mile in advance, except in an emergency.   The quiet zone project includes 13 public right-of-way railroad crossings from south to north:

  1. Park Boulevard at Harbor Drive
  2. Fifth Avenue
  3. First Avenue
  4. Front Street
  5. Market Street & Kettner Boulevard
  6. G Street
  7. Broadway
  8. Ash Street
  9. Beech Street
  10. Cedar Street
  11. Grape Street
  12. Hawthorn Street
  13. Laurel Street

There are many organizations involved in the design, construction, functionality and long-term maintenance including:

  • Burlington Northern Santa Fe (BNSF)
  • Metropolitan Transit System (MTS)
  • San Diego Association of Governments (SANDAG)
  • AMTRAK
  • San Diego Imperial Valley Railway
  • North County Transit District
  • California Public Utilities Commission (CPUC)
  • Federal Railroad Administration (FRA)
  • For additional information www.CCDC.com / http://www.quietzonesd.info / www.paradiseinprogress.org.

Redistricting Continues To Be Controversial

The once every ten year redistricting that must take place all over the US is proving to be a mine field as was generally expected.  There are lawsuits at the city, county and state level aimed at various aspects of the process.  San Diego must redraw the boundaries of its City Council districts to reflect the new population data.  In additional this year voters have authorized the creation of a ninth council district along with the approval of the strong mayor form of government.  The 14 member Citizens Redistricting Commission must redraw the district lines in conformity with strict, nonpartisan rules designed to create districts of relatively equal size, about 144,000 people each, without gerrymandering.  Since April, the commission has held hearings throughout the city for purposes of public comment.  The commission has drawn the first round of maps which were released to the public.  The final maps must be certified by the commission shortly.  For additional information about the process one of the best Internet sites is www.wedrawthelines.ca.gov/hearings.html.

State Passes Budget Taking Much Of The Funds From Redevelopment Agencies

The California state legislature has passed a budget, and the governor has signed it, that pretty much guts redevelopment agencies.  The necessary laws to effect the new budget have also been passed and signed into law.   There is expected to be a number of lawsuits that will attempt to stop this action by the state.   If the budget and the laws do holdup in court they will change the face of downtown in the next few years.   Many of the parks and other amenities that were to be built will not be built.   To read a review of the budget proposal on the redevelopment agencies by the Legislative Analyst’s Office, California’s Nonpartisan Fiscal and Policy Advisor, see http://lao.ca.gov/laoapp/PubDetails.aspx?id=2440.

New Security Company To Provide Downtown Ambassadors

Effective July 2011, the Downtown San Diego Partnership (DSDP) has named Heritage Security Services as the provider of Safety Ambassadors for their Downtown Clean & Safe (C&S) Program.   The downtown Property Business Improvement District (PBID)—which C&S is part of—encompasses five neighborhoods within downtown San Diego:

  • Core Columbia
  • Cortez
  • East Village
  • Gaslamp Quarter
  • Marina

Heritage will deploy a Safety Ambassador team whose primary objectives are to serve as ambassadors to the downtown public, deter quality of life nuisance crimes and actively engage homeless individuals to provide them with social service options.   Ambassadors will support the City of San Diego’s Police Department, acting as extra eyes and ears on the street to improve the public safety and atmosphere of each neighborhood.   A San Diego owned and managed company, Heritage has had a presence in downtown San Diego since 1980.  Heritage Security Officers provide security at:

  • trolley stations
  • County Buildings
  • Cruise Ship Terminals
  • commercial office buildings
  • residential communities.

The team will deploy over 28 ambassadors patrolling downtown 7/24. The program will be able to track each ambassador through GPS to see in real-time where each is located.  To report a problem C&S can be reached at 234-8900 / 414-2698.
